c60ascx.dll is a 32-bit Clarion ASCII File Driver used by Clarion-built applications, not a Windows system file. The safest fix for a c60ascx.dll missing or not found error is to repair or reinstall the application that originally installed it.
What this file actually does
Clarion applications can use an ASCII database driver to read and write flat text files. c60ascx.dll is associated with that driver component and with SoftVelocity’s Clarion development platform.

That does not mean every affected computer has Clarion installed as a programming tool. A commercial application built with Clarion may include the runtime DLL inside its own support folder. The parent application could be an older business, database, industrial, or utility program.
The filename alone cannot identify the exact application. Look at the error dialog, the shortcut you used, the executable path, or software installed shortly before the problem began.

Fix 1: Identify and repair the parent application
Start here because c60ascx.dll belongs to an application runtime. Windows does not normally recreate it through Windows Update, Microsoft Visual C++ Redistributable, DirectX, or .NET.
Find which program needs the file
- Read the title and text of the error dialog.
- Right-click the program’s shortcut and select Properties.
- Check the Target field for the executable path.
- Open that folder in File Explorer.
- Note the application name and publisher.
- Open Settings with
Windows + I. - Select Apps and then Installed apps.
- Search for the application you identified.
- Select its three-dot menu and look for Modify, Repair, or Advanced options.
If a repair option exists, run it and restart Windows. Launch the application again from its normal shortcut. Success means the program opens without the DLL error and its normal features work.

If there is no repair option, uninstall and reinstall the application using its original installer, installation media, or a package supplied by the application’s publisher. Back up the application’s data first if the program stores records locally.
Do not begin by downloading an isolated DLL. A replacement file can be the wrong Clarion generation, the wrong architecture, or a tampered file, and it may leave the rest of the application damaged.
Fix 2: Check whether antivirus quarantined the file
A missing file is not proof that antivirus software removed it, but quarantine is worth checking if the error appeared suddenly.
In Windows Security:
- Open the Start menu and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review detections around the time the application stopped working.
- Expand a detection related to the application or its installation folder.
- Verify the file path and detection details.
- Do not restore it merely because the filename matches.
Only restore a quarantined file when the application came from a trusted publisher and the file is part of a legitimate installer. Microsoft warns that restoring a quarantined item can cause Defender to detect it again. Prefer reinstalling the complete application from its original source, because that restores the DLL and its surrounding files together.

Fix 3: Restore the matching Clarion runtime
Some Clarion applications expect their runtime files in a private support folder beside the application executable. A Clarion development installation may instead keep database drivers in its BIN directory.
The correct location depends on the software that installed the file. Do not copy c60ascx.dll into C:WindowsSystem32 just because a generic DLL guide recommends it. That can create version conflicts and makes it harder to determine which application owns the file.
If you have a Clarion development installation:
- Close Clarion and the affected application.
- Open the Clarion installation directory.
- Check its
BINfolder for the expected driver files. - Use Clarion’s Tools menu.
- Select Register File Drivers.
- Review the listed drivers and restore the matching installation if the driver is absent.
This Clarion workflow is not the same as registering a Windows COM component. If the affected software is a compiled commercial application, contact that application’s publisher instead of manually registering or replacing files in a development installation.

The commonly indexed c60ascx.dll is a 32-bit component. A 64-bit Windows installation can run many 32-bit applications, so 64-bit Windows alone does not explain the error.
Compatibility still depends on the complete application:
- A 32-bit executable needs the matching 32-bit runtime files.
- A Clarion 6.1 deployment should not automatically receive a Clarion 6.3 DLL.
- A file with the same name but a different build may fail or cause new errors.
- A DLL can be present but unusable if one of its dependencies is absent.
If the message says “The specified module could not be found” while c60ascx.dll is visibly present, the missing item may be a dependency of that DLL. Reinstall the parent application first, then ask the publisher for dependency guidance or use a reputable dependency-analysis tool. Do not keep adding random DLLs to the application folder.
Fix 4: Handle “not designed to run on Windows”
This wording usually means the loader rejected the file. Possible reasons include a corrupted DLL, an incompatible Clarion build, a damaged installation, or a missing dependency. It does not prove that Windows itself is broken.

- Close the affected program.
- Run a malware scan in Windows Security.
- Check the application folder and quarantine history.
- Remove the damaged application through Settings → Apps → Installed apps.
- Restart Windows.
- Reinstall the application from its original vendor-provided package.
- Test the application before copying any personal data back into its folder.
If the installer itself fails, download or request a replacement from the application publisher. There is no reason to assume that a generic DLL repository supplies the correct build.

DISM and System File Checker repair Windows components and protected Windows files. They normally will not recreate an application-owned Clarion DLL, so use them after repairing the parent application rather than instead of it.
Open an elevated Command Prompt:
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows after both commands complete and test the application.

If SFC reports that it repaired files, test the application again. If it reports that it could not repair everything, run DISM once more, restart, and repeat SFC. If the Clarion error remains unchanged, return to the application installer because these commands do not normally supply c60ascx.dll.
Repeatedly running SFC and DISM without knowing what changed makes diagnosis harder. Despite the word “driver,” this file is an application database-driver component, not a normal GPU, audio, chipset, printer, or motherboard driver. Device Manager will not usually restore it.
Use Device Manager only if the problem began after a hardware-driver change and other symptoms point to that device:
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Printers.
- Right-click the affected device and select Properties.
- Open the Driver tab.
- Select Roll Back Driver if the issue began immediately after an update.
- Otherwise select Update Driver → Search automatically for drivers.
- If necessary, download the driver from the hardware manufacturer and install it.
- Restart Windows and test the original application.
Driver updating will not normally replace c60ascx.dll, so do not use it as the first response to this filename. What not to do
Do not use regsvr32 by default
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a universal DLL installation command.
Running:
regsvr32 c60ascx.dll
may produce an error because this Clarion driver is not necessarily a self-registering Windows component. Clarion’s file-driver workflow is separate from generic COM registration.
Do not install unrelated Microsoft packages
Visual C++ Redistributable, DirectX, and .NET do not normally provide this Clarion ASCII driver. Install them only when the application’s documentation specifically requires them or a separate error identifies one of those runtimes.
Do not use Windows Features as a blind repair
Turning on legacy Windows features will not normally restore an application-owned Clarion DLL. Use Settings → Apps → Optional features only when the affected program explicitly requires a particular Windows component.
Do not trust random DLL download sites
A loose download can contain malware, the wrong architecture, an incompatible Clarion build, or a modified file. It can also hide the real problem, such as a missing dependency or incomplete application installation. The safe sources are the original application installer, the application publisher, the organization that supplied the software, or SoftVelocity support.
If the original installer is unavailable
Collect the following before contacting support:
- The exact error text
- The affected application name
- The executable path
- Windows version and architecture
- Whether the file is absent or present
- Any antivirus detection details
- When the application last worked
- Whether the application was moved, restored, or updated
Search old backups, deployment shares, installation media, and the software vendor’s support channel. Restore the complete application package rather than extracting one DLL from another computer. If the software is business-critical, ask the publisher for the matching Clarion runtime files and installation procedure.
